on lake powell in southern utah i went across a sumerged rock kicking my motor up throwing me into a rock wall. i have damage to the kiel,that i was told proggressive would not cover, i have had my boat covered by them for over 10 years.

Look at your policy and see if it is in writing the Kiel is not covered. If not, call them back and tell them and consider suing them. These insurance companies have to stop stealing from us, we pay our premiums so money is put aside when things go wrong.
