I was denied a claim because I had to go ove the curb side line to try to avoid a woman who changed her mind after making a left hand turn and not signaling to go back to the right..I had no choice in what I had to do to avoid a headf on..and I had a witness..They said I had an unsafe pass on the shoulder.. I never would have done that if she hadn't changed direction with me knowing on a major HW..
